Dreambound Augment Runes are used in order to permanently boost your character's primary attribute, depending on the class: Strength, Agility, or Intellect. It could be gained from the Dream Wardens faction, but only after obtaining a high enough renown level with them (18 out of 20 total). Naturally, this could become quite a grind to achieve.
